You do not need a bibliography!
Instructions: In this memo you will respond to the probes / questions below. You should provide a brief summary of the reading, however you should focus your writing on the main analytical themes of each reading. The questions below will help you to focus. Since it is a short response paper, I would prefer that you focus on what you think are the most important points of each reading and put them in conversation with each other, (rather than pursuing a small point or disagreement you may have with the reading). Use your own words rather than relying on quotations. Devote at least one paragraph to thinking about the substantive policy questions/implications raised by the issues addressed in the readings and be prepared to discuss in class. You should include 2 questions for class discussion at the end of your memo.
Details: 2-3 pages, double spaced. Please add your name, date, and page numbers. Make sure to refer to readings/authors by name (and please spell correctly). You do not need to include a bibliography unless you cite outside sources (which I do not expect you to).
1. What are “neighborhood effects”? What are some methodological challenges for studying the neighborhood?
2. What was MTO meant to test? What does it actually test?
3. How were the initial findings (Ludwig et al) different from the later analysis (by Chetty et al)?
4. What are some take-homes from MTO for the purposes of our class?
